ChatGPT, Gemini, Anthropic, and other public AI platforms operate as multi-tenant cloud services. Your prompts, files, internal notes, and queries leave your premises. Those providers maintain security controls — but they also operate under inescapable statutory and legal obligations. Valid legal process (civil subpoenas, discovery motions, law enforcement orders) can compel providers to disclose user transcripts and data.

Technical Boundary vs. Cloud Policy: "Private cloud" or "enterprise tier" is a commercial policy agreement, not a physical air gap. If you need a mathematical guarantee that a prompt or confidential draft cannot leave your network, run the model locally.
The Re-Identification & Fragment Risk: Employees often paste small fragments of internal emails, contracts, citizen requests, or technical incident reports into cloud AI tools simply to fix grammar or draft responses. Even when names are omitted, timestamps, file reference codes, uncommon municipal situations, and specific phrases can easily be combined during discovery to re-identify parties. Anonymizing text manually is never a substitute for a true technical boundary.

Deploy open-source frontier models (e.g. Qwen 2.5, Llama) directly on local hardware via standard runtimes like Ollama. All processing, document indexing, and reasoning pipelines run locally without internet dependency.
